Program Description
As increasing numbers of promising but expensive biologic agents and medical treatments are introduced into the healthcare market, how do we address the challenges faced by the current research enterprise to generate the information decision-makers need to determine the cost-effectiveness of these new technologies? Through contracting incentives, can payers hold manufacturers responsible for how their products perform in the medical marketplace? Payment based on results has long been touted as a way to avoid waste and increase value in health care. The potential to apply this concept to health outcomes for pharmaceuticals is generating considerable interest on the part of payers and manufacturers.
In 2007 both the lay and trade press reported with great fanfare Johnson & Johnson’s groundbreaking proposal that Britain’s national health service pay for one of their cancer drugs, but only for patients who show a positive response to the therapy. Meanwhile, the Centers for Medicare and Medicaid Services (CMS) has introduced a new term into the healthcare vernacular – Coverage with Evidence Development – agreeing to pay for certain products and procedures only if patients participate in studies to determine the long-term benefits/risks or are included in national patient registries.
How will payers and manufacturers overcome the difficulty in measuring outcomes? What evidence is needed to clearly define objective measures of results? How will this evidence be generated? Can this model be broadly applied, if at all, in the
? Is there potential to actually increase the use of a drug by maximizing the number of patients who respond? But how do we address patient variability and treatment benefit variability? How will this and other risk-sharing models evolve?
These are just some of the questions that the keynote presenters and reactor panelists will address. FMCP will assemble an expert faculty and group of panelists from managed healthcare systems and the pharmaceutical industry to present a highly interactive forum for representatives of the pharmaceutical and biotech industries to address these issues.
